FIXED TELECOMMUNICATION NETWORK SERVICES LICENCE
TELECOMMUNICATION ORDINANCE (CHAPTER 106)

In accordance with General Condition 20 of the Fixed Telecommunication Network Services Licence, Cable & Wireless HKT Telephone Company Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (the Company) hereby publishes the following revision to tariffs of International Switch Digital Service (ISDS) with effect from 1st October 2000.

1. Rate table of ISDS - 64 kbps for FTNS licensees is revised by deleting China routes and substituting -

3. Publication of the tariffs, the terms and conditions under which the Company will provide China Volume Plan service.

SPECIAL CONDITIONS

China Volume Plan ("Call Plan") is available to Customers of Cable & Wireless HKT Telephone Limited ("CWHKTC") subject to these Special Conditions and the General Conditions of Service of Cable & Wireless HKT International Limited, CWHKTC and Cable & Wireless HKT CAS Limited (the "Conditions"):

1. SCOPE OF THE PROMOTION

1.1 The Call Plan applies to CWHKTC's International Switched Digital Service ("ISDS").

2. ACCOUNT REGISTRATION

2.1 Registration is required for the Call Plan.

3. CALL PLAN RATE

3.1 The following Call Plan Packages will be offered to Customers:

3.2 CWHKTC charges Customers Monthly Package Fee. Any unused Monthly Minutes in a one-month period will be waived and ignored for Monthly Package Fee billing purpose. All call minutes exceeding the Monthly Minutes will be charged at the prevailing rates as quoted in the ISDS tariffs.

3.3 If Customers wish to change the Call Plan Package or to terminate the Call Plan, the Customers are required to give no less than fourteen days notice in writing of the changes or termination to CWHKTC. All changes and termination will be effective from the first day of the following calendar month.

3.4 If Customers register both the Choices (another call plan offers discounts on ISDS usage) and this Call Plan, all of the Customers' call minutes to the destination under the package selected by the Customers will not be treated as used minutes of the committed volume or cannot be used for calculating volume discount of Choices. No committed volume discount of Choices applies to this Call Plan.

4. GENERAL

4.1. If there is a conflict between the Conditions and the Special Conditions, the latter shall prevail to the extent of that inconsistency.

4.2. These Special Conditions may be translated into Chinese. The English version shall prevail if there is any discrepancy.
