FIXED TELECOMMUNICATION NETWORK SERVICES LICENCE
TELECOMMUNICATION ORDINANCE (CHAPTER 106)

In accordance with General Condition 20 of the Fixed Telecommunication Network Services Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (the Company) hereby publishes the tariffs, the terms and conditions under which it will provide the following service.

1. Service Description
The International Switched Digital Service (ISDS) is provided by the Company to FTNS licensees to enable the customers to make international switched digital calls using transmission capacity of 64kbps from Hong Kong to the destinations listed in the Appendix ISDS.

2. Charges
2.1 The charges for each destination are set out in the attached Appendix ISDS.
2.2 The minimum charging unit is 6-second and thereafter the charges will be calculated in 6-second increments.

Note:
1. Off-peak periods are between midnight and 7:00 a.m. from Monday to Friday and 1:00pm until midnight on Saturday, and whole day on Sunday.

2. Volume rates apply to Outgoing Data Call in a month only if the total volume of Outgoing and Incoming Data Call in that month exceeds 500K minutes.

3. Normal rates apply to Outgoing Data Call in a month only if the total volume of Outgoing and Incoming Data Call in that month equal or below 500K minutes.

"In accordance with General Condition 20 of the Fixed Telecommunication Network Services (FTNS) Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited, Cable & Wireless HKT CAS Limited (collectively "the Company") hereby publishes the revised tariffs, the terms and conditions under which it will provide the following telecommunication services with effect from 5th September 2000.

PART VII -
INTERNATIONAL PRIVATE LEASED CIRCUIT (IPLC) SERVICE

IPLC Platinum Discount Plan - Long Term Lease

10-Year Term Lease - Appendix IPLC_Px.I.G.5

15-Year Term Lease - Appendix IPLC_Px.I.G.6

(1) The provision of the above Service terms is subject to the Company obtaining and/or retaining such licence as may be necessary for the provision of Service.

(2) Cancellation charge is not applicable to cases of early termination due to non-renewal of the licence.

(3) In the event that the customer wishes to pay up-front for long term lease, a discounting factor will be applied as agreed between the Company and the Customer. The discounting factor is capped by the following formula:
Up Front Payment Discount Per Annum = 12-Month Exchange Fund Bill Rate + 10%

(4) Up-front payment will be refunded to customer in accordance with the customer contract terms on non-renewal of the licence.

The following scheme applies to full time (IPLC) International Private Leased Circuits at speed 56Kbps and above.

(1) Simplex rate is 55% of full duplex rate.

(3) International Private Leased Circuit is provided by Cable & Wireless HKT International Ltd, a Pacific Century Cyberworks company.

The following scheme applies to full time (IPLC) International Private Leased Circuits at speed 56Kbps and above.

(1) Simplex rate is 55% of full duplex rate.
